The man who died in the plane crash was inoculating these kids with antibodies derived from what may have been an extra terrestrial source
A mother (Beth Kane) returns home to her two sons and tells them to get a pizza in whilst she takes a shower - unaware that she is being watched Norman Bates style by an unidentified male. Whilst taking a shower her eldest son Gary receives a telephone call and tells his brother he will return in five minutes....but he doesn't. Four hours pass by and he still has not come home and the Police are informed. Whilst driving in nearby woodland two officers spot a boy who is stripped, panicking and disorientated and they pull over and approach him. He is visibly shaken and has something scrawled on his back.....HE IS ONE. After the credits we are at FBI HQ with Mulder looking at photographs of other similar victims - who were subsequently sedated and hospitalized and hysterical with fear. It would appear that there have been two other victims within the vicinity - yet the local sheriff thinks he knows what has happened - possession. Mulder and Scully decide to investigate and end up at Delta Glen in Wisconsin. The Sheriff tells them that he feels the crimes have something to do with the Church of the Red Museum, which is run by its leader Odin. The agents pay a visit to the church and Mulder listens to a sermon, understanding that this religious group believe in soul transference and spiritual possession. Odin recognises the presence of three non-believers and asks them to open their hearts and minds to his teachings. He continues to preach about those who slaughter flesh slaughter their won souls - the agents leave with nothing. The investigation takes them to see Gary Kane, who recalls entering the woods and a spirit entering him - which he felt to be an animal spirit. He added that he could not remember who called him prior to his disappearance - yet whilst in the house the agents are again being watched by the same male who had earlier watched the mother take a shower. The Sheriff continues to cast dispersions on the Red Museum members, highlighting increasing tensions between them and the locals, and so Mulder decides to check on the background of Odin. They learn that Odin left the AMA in 1986, although noting sinister is revealed, and later on they observe Red Museum followers being abused by locals, including the Sheriff's son Rick. However when Rick drops his girlfriend off at home later she is abducted and later re-appears with the words 'SHE IS ONE' scrawled on her back. Scully examines the girl and a toxicology report reveals trace amounts of an unspecified alkaloid substance in her blood, which could be an opiate derivative. She also finds a large quantity of scopolamine, a powerful anesthetic with hallucinogenic qualities. The agents again travel to the site of the Red Museum, although Odin refuses to let them enter as their presence would desecrate his church as they are meat eaters. Back in town the tensions between Red Museum members and the townsfolk become heated when the sheriff's son throws cows blood over some of them, yet the agents are distracted by a mysterious stranger who beckons them to his truck and takes them to pasture land which he used to own. They observe cattle being injected with BST, a genetically engineered growth hormone, and the male goes on to tell the agents how much the people around here have changed, becoming more spiteful and angry. He reveals that there have been seven rapes in the last year, and the children in the woods all comes from the same source - the growth hormone. Scully argues that the hormone would be safe as it was cleared by the FEA - yet the man asks who says...the government? Before leaving the viewer will notice that the male injecting the cattle is the one who had been watching the residents of the Kane household. The same evening we see a plane crash in local woods - and the following morning Mulder and Scully were at the crash site. They discover that the passenger on the plane was one Dr. Larson, and that he was carrying a briefcase full of money and an unidentifiable substance. The agents make the connection that the kids out of town and the local children abducted were all under the care of the Doctor, and had been so since birth. They also find a list of shipping orders and credit card numbers which can be traced back to all of the victims families, and those who would become victims - but why???. They later decide to trace all of the current and future victims and take them to the Red Museum for shelter. They return to see Gary and his mother and she tells Mulder that Gary had never been sick in his life, and that Dr. Larson often gave him what she was told to be vitamin shots regularly - as he did with many other children. Meanwhile Mulder spots a spy hole in the house, and upon uncovering space behind a mirror finds a video camera and a collection of cassettes - which they link back to Gird Thomas. They track Thomas and take him into custody - however at the same time Rick (the Sheriff's son) is abducted and whilst he too has the words HE IS ONE scribbled on his back - he is dead upon discovery. Thomas confesses that he likes to watch boys - however he reveals that the boys have become monsters due to the experiments carried out by Dr Larson. Things become clearer when Scully receives the toxicology report on the Dr.s substances - it is Purity Control, taken initially from the Erlenmeyer Flask - and the man who died in the plane crash was inoculating these children with antibodies derived from what may have been from an extra terrestrial source. It seems that someone has been paying this Doctor to see how these children would react to the ET DNA, and when they learn that the Sheriffs son is dead Scully thinks that she knows who killed him - the same man who killed Deepthroat (she saw the same man earlier in the episode but could not remember where she had seen him before). They find the mysterious male at the slaughterhouse - where the episode started - and it seems that he has begun the systematic clear up of the evidence. After an altercation the male is shot by the Sheriff and no more is learned - other than the surmisation that these children were a control group and that the identification of the male shot had yet to be determined.
